Actually, I suppose that would be in the order of move -> Reveal loyalty -> Activate location. I don't think it would matter though.

If it involves activating Nukes or Launching raiders, then kind of. It'll shunt the basestars in without bringing the heavies.

If it were heavy raiders, it would try to place a heavy raider but fail because they're limited to four, right?
