Imo just use animal characters with large sexual dimorphism. Obviously the spider character's a girl, she's 3 times the size of the male spider character, no secondary or tertiary sexual characteristics needed.Of course the Peahen is a girl, she's not all fancy colored like the Peacock. Of course the angler fish is a girl, she looks like a fish, not like a weird parasite thing.
And if you're doing sci-fi, you can make up your own for your alien races, just don't be a gross-o like SOME sci-fi writers do

It's a case-by-case thing, I guess. People DO look for symbols no matter what, and sometimes it's best to be readable, even if that means giving them eyelashes or something.
It doesn't always have to be the case, but I can see both sides having valid argument.
While I tend to give my female animal characters hair (my male characters tend to just have tufts on their forehead), there are some exceptions, since I have given male animal characters hair on occasion, and I also have a female animal character that doesn't have "human" hair.
I noticed that, if I have to draw a crowd of anthro characters, female-coded characters tend to take longer to design than male-coded characters.

There's the ideal answer and then there's the practical answer. The ideal answer is that in TYOOL 2018 a character can look any way and be any gender. However, if the question is specifically how can I communicate a (presumably humanoid) character as female in their visual design to the outside world, then your only options are to dig into the audience's culture's ideas of gender.
Clothing. Body shape. Makeup. Pose. Hairstyles. Facial structure. Yes it's all stereotyping and feeds a wider cultural machine and I can bang that drum when I want to, but if you want to communicate gender in visual design it is the culture which determines the visual language. It's good to try and change the culture to redefine feminine archetypes, but it's also practical to grab the symbols which are already there and plug em in to your design. There's no problem with taking a hypermasculine design and saying "this is a woman". You could literally do that with, say, Jotaro and it would work. Change absolutely nothing about their design at all and just have it that this hypermasculine brute is a woman. It's possible. However if you want the audience to look at your character and immediately know "woman" you'll need to conform to some degree.
