Yeah in ducktales lore I think he used to be in the actual navy but I think in the reboot he's just had a life of regular high seas adventure

I know sailor suits were a thing in children’s apparel in the early 20th century and I guess I always assumed that’s where it came from.

In the first episode of the '80s cartoon, Donald drops off the triplets with Uncle Scrooge because he's joining the Navy.
