Man, I missed everything over the last few days. I didn't get to finish out the pony marathon, or watch the finale live, or this morning's old cartoon stream.
Stupid education taking precedence over fun. 
Ahem. Anyway, OFS is right: Tex Avery was one of the true greats of animation. Here's one of my favorite Tex Avery shorts, which demonstrates his mastery of subverting the tropes of cuteness in Hollywood animation. Also, it's just damn hilarious. The bulldog's wheezy laugh is provided by Avery himself.
This short is another one of his best. I think the voice of the hobo cat is provided by Pinto Colvig, best known as the voice of Goofy, who also was a storyman at Disney and Fleischer's for a while.
Avery made a whole series of shorts where a dumb bulldog named Spike would attempt to screw over his most famous MGM character, Droopy, for no good reason. Naturally, Spike always ends up suffering horribly.
