Yes, "seifuku" is a transliteration of the regular Japanese word 制服, meaning "uniform" (e.g. a school uniform、a baseball uniform, etc.). So the name "rubyred seifuku" is maybe more like

You're right, it's not a scythe. Part of the blade is hidden behind her head. Maybe it's a pole axe, and she's just holding it backwards?

Or maybe it's a monk's spade with an extra spike on it.
