Practically there's very little difference: R means no unaccompanied kids, NC-17 means no kids period.

In perception there's a huge negative stigma attached to NC-17 and studios will go to great lengths to avoid it (not out of prudishness, but because NC-17 is box office death).

i mostly heard about the R rating from american media, with it being treated as a kind of forbidden fruit for the young characters

The ESRB has a similar "mark of death" rating for video games: AO ("Adult Only"). AO games are very rare, not only because no retailer will sell them, but also because if you're making a porn game, you're not going to bother with getting it rated and will just slap it up on the internet. To this day, the only game rated AO to get a worldwide release is Grand Theft Auto: San Andreas, and that's only because the Hot Coffee saga caused the ESRB to re-rate the game to AO post-release, and then revert the rating once Rockstar released a patched version of the game.

actually, it's interesting how games like that or cod or tlou2 get just mature ratings considering how excessivly violent or vile they are

That's American morality for you. Violence is fine and dandy, but a sex scene that was never properly implemented in the final game and was only accessible by hackers is enough to retroactively give a game the kiss of death.

back in the 2000s it was a thing to aim for a teen rating

usually they'd remove blood from shooters to achieve this

I've been watching Hannibal on Netflix and it has so much blood and gore that I thought for sure it was a Netflix original series. Turns out it was actually on NBC.

Things OK for network television:
  • Throat-slitting with spurting blood
  • Keeping humans barely alive in a vegetative state, burying them, and using their bodies as living fertilizer for mushroom gardens
  • Flaying and butchering humans, then eating them and forcing people to eat human meat without their knowledge
Things NOT OK for network television:
  • Saying the word "shit"
  • A boob

I wonder what kind of changes Adult Swim will enforce on "Tuca and Bertie". The first season on Netflix had a lot of uncensored boobs. Is that kosher on cable now?

Well... In Germany we have ads with boobies.

This is an ad for a liquid shower bath soap from the 90s (and the boobies are at the end).



Also cursing is not a huge deal here. There were times when talk shows (the bad sensational ones) (but these shows are essentially dead) during the day were bleeped but nobody gives a damn for a long time. They have lost their edge with repeated use.
Cursing around children is still considered rude here.

However violent films get often censored unless they run very late, after 10pm. I haven't seen TV extensively for a long time. I use my TV for Youtube and Netflix and for tuning in to the news.

Yeah, I'm aware boobs aren't as taboo in most other countries than in the US. It wasn't unusual to see boobs in anime (even those aimed at younger audience) when I was a kid, although I think nowadays even they're cracking down on it unless it's aimed at adults.

So you know how word filters can get faulty because it would ban an innocuous word that contains a string of letters banned in the filter (like, "shitake mushroom" being censored because it has "shit" in the word)?

Well, TIL there's a name for this phenomenon: Scunthorpe problem.

I had the problem recently with my website. Somebody's comments kept getting flagged for spam, so when I looked into it it's because the filter I was using filtered out email addresses with ".ru", but the guy has a firstname.lastname email address, and the first two letters of his last name is "Ru".

Way back in the late 90s filters like this existed on forums as well and weren't always properly set up. One videogame forum I visited had a fun thing going with Boomer Kuwanger, one of the mavericks in Megaman X1, being partially censored all the time.

for some reason farming simulator 19's swear filter hates the word "app"

so i couldn't call my horse applejack

apparently it also has problems with "reselling" because esel is german for donkey/ass

allegedly "nvidia" as well
