Quick Assembly
One-Stage Rocket: 88-5%/2 = 41%
Boosters: 90-5%/2 = 42%
Two-Pony Capsule: 77-5%
Kishmaraaf's EVA: 98%/2 = 49%
Throwing together a mission to save your competitor is a noble goal, but all it has earned Chrysalis is a pile of flaming debris on the pad.
+8 budget for trying though.

Kishmaraaf Rescue Mission
Quick Assembly
Two-Stage Rocket: 92-5%/2 = 43%
Boosters: 93-5%/2 = 44%
Two-Man Capsule: 86-5%
Orbital Satellite: 97-5%
Docking: 60-5%
EVA: 98-5%/2 = 46%
Miraculously, this rocket makes off the pad. The issues begin in orbit, when the docking module fails to power up. There's nothing ground control can do; they have to do the EVA. With careful guidance by the computers, the rescue capsule finds the stricken astronauts. The crew try to exit their capsule to EVA over, but Anonymous Astronaut 8 gets stuck. After a few tense moments of shuffling in the airlock, they are free. Minutes go by as the pair makes their way to the hopefully-working capsule. They enter without incident, and prepare to de-orbit.
This time, the deorbit burn is good and everything goes to plan.
Welcome home.

Re: [LIFTOFF] Earth sucks, let's go to space
Two things:
First, the event deck has run out and been reshuffled, so you've seen the full gamut now.
Second, if you want, you can have a rescue mission planned. Just put on enough hardware to do the thing (reach earth or maybe moon orbit, probably a docking module). If a rescue is needed in the six month window that a normal mission would launch in, it will be able to without any safety penalties, except for the half EVA and the normal rushing penalty (and cost) if it rescues a rushed mission. If it turns out not to be needed, it will be "scrubbed" with no penalty other than taking up your pad for the year.

Half price hardware again!
Did you cut corners to get that price down?
Half price hardware leaves more bits for research later, we could stock up on a few extra items now.
##Research 2-pony module x3 (6MB)
I guess it wouldn't hurt to have a few extra parts and hope we never need to use 1 of them.
##Purchase 2nd minishuttle @50% (15MB)
##Purchase 2-stage rocket x2 @50% (12MB)

##Purchase 1-stage rocket x2 @50% (3MB)
##Purchase 1-pony capsule x1 @50% (1MB)
##Purchase docking module x1 @50% (1MB)
##Purchase 2-pony module x1 @50% (4MB)
I guess that is a good deal for lots of hardware. Cost is 48MB.

I guess Cloud Chaser has been drinking a bit too much cider after her last mission. I guess hiring a few additional crew members might be a good plan just in case she's not ready for the next mission.
##Hire astroponies "Soarin" and "Thunderlane" (4MB)
just enough bits left for some research.
##research 3-stage rocket x2 (12MB)
No more bits for the year but at least we have a large budget.

After the last explosion, things go a lot better. High above the earth, Kevin docks to the module, then leaves it behind for the next flight.
After splashdown, the capsule's hatch jams. Recovery changelings have to carefully cut through the side to get the crew out. But they do get them out safely. Mission success? Close enough, it counts.

Pegasopolis's little combo mission works out swimmingly. Up in orbit, the module successfully detaches, passes its little checks, and re-docks to let Lightning Dust and Spitfire back in the capsule for the trip around the moon.
Technically this counts as the second lunar orbit. +19 I think.

Took this long for someone to claim second docking. 11 budget.

For all the work that it took to get that module up there, the docking fails. The capsule's docking mechanism just does not hook up. Fortunately, everything else goes without a hitch.
Cripes I was hoping that this wouldn't happen. I'll mark the mission as a failure for -2 budget. But I'll still give you the milestone since that part did succeed.

Re: [LIFTOFF] Earth sucks, let's go to space
I guess it's time to plan our own moon landing mission. I doubt the changelings are ready to pull it off but with 2 planned attempts it doesn't make sense for us to wait.
##Refurb the shuttle (2MB)
##Purchase 2-pony module x1 (8MB)
##Purchase Lunar probe x1 (6MB)
##Develop 3-pony capsule (36MB)
##Hire astroponies "Night Glider", "Vapor Trail", "Sky stinger", "Blaze", "Misty Fly" and "Scootaloo"(12MB)
##Declare Lunar Probe on Pad A (2-stage rocket + boosters + Lunar Probe)
##Declare Mared Lunar orbital docking mission on pad B (2-stage rocket + boosters + shuttle + 2-pony module + Spitfire + Soarin + Thunderlane (backups are Blaze, Misty Fly, Scootaloo)
##Declare Lunar landing + moon walk mission on pad C (3-stage rocket + shuttle + 2-pony module + Lighting Dust + Muffins + Cloud Chaser (LD & Muffins in the module for landing) backups are Night Glider, Vapor Trail, Sky Stinger)
We should have the research done on our new rocket in time for the mission.
##research 3-stage rocket x5 (30MB)
##research 3-pony capsule x3 (15MB)
Our total cost is 109MB which leaves us some bits for research and emergency repairs if needed.

Re: [LIFTOFF] Earth sucks, let's go to space
Other than some research there isn't much else to do but wait to see if our missions work out.
Research on the 3-stage rocket should be done soon.
##research 3-stage rocket x5 (30MB)
##research 3-pony capsule x5 (25MB)
If these missions are all successful and we land on the moon first there are some bits left for cider.
Cost is 55MB.

Crew launches well. On the way, they manage to silence the Glorious Leader's Moon Speech, which had been on loop the entire mission. They are scared but optimistic so far.
Tom Hanks successfully lands on the surface, and climbs down the ladder.
"Like Icarus, we break the bonds of gravity, and fly free amongst the stars. Hopefully unlike Icarus, we don't die in a fireball on the way back."
A beautiful speech, which the world doesn't get to hear, due to Glorious Leader dubbing "GLORY TO KISHMARAAF, MASTER OF MOON" over it.
Back in orbit, a flaw in the docking mechanism prevents the module from re-coupling with the capsule. Tom Hanks heroically suits up and makes the trip across. Thankfully, he manages to re-enter the capsule.
Some days later, glorious Kishmaraaf capsule returns to Earth! Glory to astronauts! Glory to kicker! GLORY TO KISHMARAAF!
Kishmaraaf has won the game! But let's play this out, see how the others do.

In a daring mission, the planned lunar landing is repurposed into a rescue mission. The empty shuttle intercepts the stricken one. It takes considerable effort, and even more risk, but they manage to make the EVA across. The spare shuttle brought a module, so why not land on the moon? It's not what they planned to do, but it's right there.
On the surface, Spitfire and Soarin expressed quite a bit of concern over their luck.
But things went well for the first ponies on the moon, and the shuttle landed back on Earth safely.
Second place? Maybe?

The first issue arises when there's a problem with the plumbing in Earth orbit. Thankfully the drones manage to fix it.
Kevin lands on the surface of the moon, where he pronounces, "One small step for a changeling, one giant leap towards an orbital bombardment platform." Truer words were never spoken.
The engines act up again in lunar orbit, but they manage to get them working (unlike a certain shuttle that they waved to when it went by), and they make it home.
Third place, or maybe second depending on how you look at the Pegasopolis mission.
