Yo, maybe chill out? Only admins can change user ranks and the admins have been busy restoring forums functionality. I think giving gangtags back is pretty near the bottom priority-wise.

Normally you got them for winning a forum contest or doing a thing for the forums. It's like a scouting badge but for weird internet things instead of useful real life things.

I was tempted to suggest that no one get their tags back and we all have to earn them again, but the admins already gave themselves their tags back by this point and it was too late.
