As far as it looks, he was a very typical guy working in public utilities, owned his pistol and rifle legally, and didn't seem unusual until he suddenly shot up his own workplace.
He doesn't appear to fit the typical narrative of an evil terrorist at all, and of course as a result the Virginia Beach government spokesperson called him a "disgruntled employee". You know, not a mass shooter who should not have owned a gun.
It's almost like letting basically any random person own a gun and just hoping for the best is not a great idea, at all.
